City Centre Tax Incentive Program

City Council has approved a City Centre Tax Incentive Program, which is intended to encourage commercial and mixed-use redevelopment within Spruce Grove's City Centre.
The program is designed to support private-sector investment, encourage redevelopment of underutilized properties, and help advance the long-term vision established through the City Centre Area Redevelopment Plan. By providing a property tax abatement during the early years following redevelopment, the program helps improve project viability and supports investment in new commercial and mixed-use development.
Developers may apply under the program for a municipal property tax incentive for proposed projects that meet the eligibility criteria in the City Centre.
Eligibility
The City Centre Tax Incentive Program applies within the boundaries of the First Avenue and McLeod Avenue precincts as set out in the City Centre Area Redevelopment Plan (ARP). Potential projects may include:
- New commercial development
- Mixed-use development
- Redevelopment of underutilized properties
- Significant building rehabilitation or expansion projects over $1M value
- Projects that result in increased property assessment value
Meeting the basic eligibility requirements does not guarantee approval. All applications are evaluated in accordance with the City Centre Tax Incentive Bylaw and require Council approval.

Applicant Process
Step 1: Submit a Project Outline
Provide a brief overview of your proposed project, including:
- Property address
- Description of the proposed development
- Estimated project value
- Proposed timeline
- Contact information
Step 2: Meet with Economic Development
After receiving your project outline, City staff will schedule a meeting to:
- Discuss your redevelopment plans
- Review eligibility requirements
- Explain the application process
- Identify any additional information required
Step 3: Submit a Formal Application
Applicants whose projects appear eligible will be invited to submit a formal application and supporting documentation.
Step 4: Administration Review
City Administration will review the application and evaluate it against the requirements of the City Centre Tax Incentive Bylaw.
Step 5: Council Approval
Eligible applications will be presented to Council for consideration of a tax incentive agreement.
Step 6: Project Completion and Incentive Activation
Following project completion and fulfillment of agreement requirements, the approved tax incentive will be applied in accordance with the terms of the agreement.
